Using the new Purge Historic Performance Eligibility Status Data functionality

I'm trying to find additional details about the new Purge feature that is included at the bottom of the Eligibility Batch Process quick action.  Oracle readiness notes simply state that it can improve performance.  Is this system-wide, or is it specific to the batch process?  Is there a recommended utilization of this feature?  Are these tables accessible?  I am not sure of the context, since I am unsure of these back-end tables that are being stored.  If anyone could provide additional information, it would be greatly appreciated.
