Restrict Check-In "Add" to only 1 user

We are using Check-Ins where both the manager and employee will answer a questionnaire about the employee's performance. Currently, both the employee and manager have the ability to "add" the Check-In to their page.
We have a request to restrict the "add" feature to managers only while still keeping the questionnaire available to answer for both employee and manager. We looked into hiding the add button through security for those with only the manager security role, but this won't work in instances where someone who is a manager is also a direct report to their own manager and completing a Check-In.
