Is there a way to auto rate a goal when creating a performance document?

I am creating an Annual plan in which there will be one goal (I have created this piece already). Now i want to create a performance document for everyone to bring this goal in, and we want to rate that goal for everyone (rather then the employee/manager going through the process), how can this be done? i created a goal and assigned the goal plan to everyone (with only one goal). i took the ability away from managers to add/delete additional goals in that plan. Now i want to create a performance document for everyone and rate everyone goal to say
