How to limit hiring Manager to reject a candidate

The hiring manager should be able to move candidates, but should not be able to reject the candidate

Content

To deliver a personal candidate experience we do not send automatic email notifications to the candidate. After rejection a 'personalized' email is sent based an email template via the task 'Send Message'.

To support this process we do not want to allow the hiring manager to reject a candidate (but should be able to move candidates to a next state in the CSP. 

Can we restrict the hiring manager to move the candidates in the rejection states in the CSP in the different phases?
