Process Mass Actions task in Performance Management not working as expected

We are using the Process Mass actions task in Performance Management module for mass creating,cancelling and deleting the Performance Documents of the employee while doing any changes to the Performance Template.But Sometimes there as still some more documents pending ( excluding the user who ran the process-as the user document will not be considered) without action being taken on their documents after the task got completed .
