We have a requirement to route approvals based on PO categories.

We configured Header First Responder Wins stage ( only available stage as all other stages are being used)  for PO Category approvals.

Some Categories don't need approval, so we configured them to be auto-approved.

When we have a requisition with both the categories,  requiring approvals and not requiring approvals, system is auto-approving.

How to by-pass this issue and how to route the approvals?  Preferbly in FSM and if not BPM is also ok.
