Separate Career Site for Contingent Worker

We have a business scenario where all CWKs will not be loaded to application but business wants them to be able to view jobs that are being posted to internal career site. As they don't have application access so they will not get the view of Current Jobs but even if we create a Career Site separately for CWKs we will not be able to control the job posting as we can't select which CS the job to be posted in External Career Site. 

Can anyone suggest for any alternative?  

There will be scenarios where jobs will only be posted to Internal Career Site only.
