Has anyone observed that two employee Ids are getting generated for a single person ID whenever an offer is accepted in ORC.

As per further analysis system is generating two person number in the below condition:
1) Candidate do not have an address when they came into the system in ORC.
2) Candidate updated mailing address during the process of hiring.
3) Above 2 transactions are happening on different days.

I have tested this for 2 clients and both of them are facing the same issue. so for every such candidate we would be losing one employee ID. Also the employee would see incorrect employee code when they log into the system and different employee code would be visible at My client Groups > Quick Action > Employment info
