Force eligibility for Contingent Worker to complete the Performance Review

We would like one particular contingent worker to complete a performance review.  I have force their eligibility to the review however cannot seem to create the performance review document for them.  

I have run the manage eligibility batch process with Create Document 'YES' however it still doesn't appear for this person. 

Is anyone able to advise if it is in fact possible to create performance reviews for contingent workers?
