Evaluate button not showing for competency section for some managers

We're receiving random reports from managers about the Evaluate button not showing next to our competency section for some employees.  These managers have only had the issue with one of their direct reports.  All others behaved normally.  Has anyone experienced this and know what's causing it and what a solution is?
