Element Error while importing the Benefit Program in the target environment

Getting element error for each of the plan rates while importing a Benefit Program

SO after deleting all the values in the target,I tried to export and import the Benefit Program.

First I got an element error for the Dental EE rates,so I removed the element from the Rates hoping its a one-off case and thinking we can add it in the target . then I received for Vision and I did the same. Now I'm getting it for Medical.
