Contractor cannot see Performance Documents as Admin

Can a user that is not an employee view performance documents as an Admin?Content
We have a situation where we have a contractor replacing an employee that was our Talent Administrator until we can hire someone. The contractor is not in Fusion and so no worker record is associated with their Fusion user. This is causing them not to be able to see any performance documents and this is what they were hired to assist our HR team with. Does anyone have any ideas other than enter a nonworker or contingent worker? Our company doesn't want to maintain contractors in Fusion.
