Commercial stage scoring is not available to team members after unlock/unseal commercial stage.

After the commercial stage is unlocked/unsealed and scoring is opened, team members don't see an option on their screens to score in commercial stage. And it is the same team who scored in technical stage now they want to score the shortlisted responses in Commercial stage and they couldn't.

Is it because during the negotiation creation I added them as Technical scoring team (which system allows only one type but we need them to assign to score for both technical and commercial)?

As a category manager, I tried to create new scoring team for with the same people before opening the scoring for commercial stage and I don't see an option to create one under manage scoring.
