Making attachment to performance document mandatory

Hi,

We have a process where it's critical (legal requirement), that an attachment is uploaded within the performance process by the manager. I know it's possible to add attachment in general - we use it, but we couldn't figure out how to make it mandatory for a given performance document. Any hints?
