Measurements can't be copied to Goal section in Performance document

Hi, Wizard

    I create a performance goal AA in goal library with 2 measurements.  Next, I created a performance template with the goal AA in Content TAB.  When I start evalutation process from self-evaluation task, I found that the goal AA display in Goal Section without measurements!

   Is it the expection of product design or there is any missing configuration?
