Trying to edit National Identifier title in Page Composer - Edit Component Grayed out

Page Composer is not allowing me to change the name National Identifier to Social Security Number in the benefits People to Cover screen.

I have had a few clients I've been able to change the name of the national identifier field to Social Security Number in ESS. But for one of my clients, when I get into the sandbox and go to the People to Cover page in ESS, it does not allow me to edit that field. The Edit Component button is grayed out. Any idea why? Any help is much appreciated!
