Evaluation and Reporting Work Area sections missing

I was watching a demo in evaluation and reporting the other day and I noticed I cannot see the work areas for Eligibility, Participants, Action Items and Costs in my view.  I have the Benefits Administrator role assigned to me.  What privilege do I need to enable these areas?
