Add Attachment link is not seen when logged in as Admin

Is it possible to attach documents for a an Employee's Performance Document? Top management have asked the Performance Admin to add some of the attachments in thier performance document but when logged in as Admin and search for any Employee's PD, the Add Attachment link is not visible and we are unable to edit the perticular section of the page using page composer, the edit option is not available.
