How to enable the BI label drop down on a descriptive flexfield

Trying to figure out how I can use the BI label field drop down box on the description flexfield segment area when creating a new attribute.  Reading the configuring and extending applications document, it talks about how you can use and manage the labels and mapping to logical objects in BI.  However, it doesn't explain where to go to create new labels for assignment.  Is this somewhere in the BI area or is it a lookup table within the Oracle application I can update?

Mapping to Logical Objects in Business Intelligence
You can simplify reporting by representing similar segments as a single logical object in Business Intelligence.

If you assign a label to any set of context-sensitive segments that serve the same purpose in different contexts, you can consolidate or equalize the segments into a single attribute.
