Expense Report gets submitted without receipts; even if receipt rule is set to prevent

HI!
We have setup the Receipt and Notification Rules such that the system prevent the expense report from submission, unless the user attaches the receipt.
Despite the setting, the expense report was successfully submitted for approval.
Any ideas will be greatly appreciated.
