Is there a way to use a Fast Formula in a Move Condition to prevent a move unless the sensitive info tab has both SSN and DOB populated?

In short, we want to prevent an applicant from moving out of Offer Phase unless the sensitive info tab has the SSN and DOB. As of now, we are not requesting the candidate to provide this info as part of the application flow, rather we are having our recruiting team populate the information.
