New and existing eligibility profile do not display in the list of values.

I have HR Specialist access. I have added Use REST Service - Benefits Lists of Values to our custom Human Resource Specialist role and submitted the regenerate data security grants. The eligibility profiles still do not display. I also submitted import user and role application security data and retrieve latest LDAP changes processes but the eligibilities still do not display.

I've reviewed the post in this thread as well https://cloudcustomerconnect.oracle.com/posts/54b99273b.

Any thoughts on what the issue could be?
