Start Dates on Offers

How are other organizations handling start date changes for offer letters before moving someone to HR?  Since you have to select a start date to do the offer letter, it is creating more work for our recruiters to go back and update this if it changes.  Our candidates don't always know the exact date when they can start, and if they have to change it, the recruiter has to go back and redraft the offer.  It also creates more work for offers that need to be approved as well.
