Performance Document - Goals - "Show Additional Info"

Hello,

We have our Performance Documents set up so that Performance Goals appear on them. During the Manager Evaluation step of the Performance Review process, a manager sees a link that says "Show Additional Information" within the goal evaluation section. A section labeled notes then opens, and in our case, it says, "there's nothing here so far". 

How would this notes section be populated? 

I've attached a screenshot. In the screenshot, I've already clicked the "show additional information" link to show the notes section.
