Update Beneficiary without election changes

How to setup an event to update beneficiary without giving an electability for the different plans?Content
We have a requirement to setup a life event which only enables employees to add/update beneficiary information. Beneficiary can be assigned to Basic and Supplement plans. We tried configuring using the current keep only; new nothing code but the event is going to closed status. However, we can reopen the event to only edit beneficiaries. This is causing issue as when the event is initiated from self service, they are not able to proceed as the event is closed on processing.
