Element overlapping error while trying to add a Life Event which process the Salary update automatic

According to client requirement,we need to update the rates and coverages of the automatic plans like Basic Life,STD,LTD to be updated once the Salary of the Employee changes. This needs to be automatic and doesnt need employee intervention.

So I created a life Event 'Salary Changed' which gets triggered when the salary of the Employee is updated. The idea is to run this event on a process which will open the enrollment and modify only the values of the automatic enrollment plans and then close it to update the new rates and coverage.

I tried to configure it in the Program level with restrictions but its throwing error. Please find attached the config.
