Hourly population access in ORC

Hi All,
We are planning to migrate from Taleo to ORC. It seems in ORC the user account is created before the hire date (still learning more about this).
Today, only 20% of our population has a Windows Account (AD), which for us mean that only 20% (or less) has a corporate email linked to their HCM record and it also means that only 20% can use SSO for logging in Fusion.
A few questions to this community:
1. How an hourly employee under this scenario (with no corporate or personal email entered in GPS) can apply to internal position?
