Logic behind Business title on Performance Spotlight and Performance document visibility

Hello Oracle Community
We are considering enabling the Business title field on the Performance Spotlight page, through Design Studio. This would allow the Employee and current Manager to access performance documents linked to prior assignments.
We are trying to understand the accessibility logic for both Manager and Employee to prior performance documents linked to prior assignment. In a scenario were the current manager, was not manager to the employee in the prior completed performance document.
Do you have any insights on if the current manager should be able to access and view prior complete performance documents on prior assignment records for the employee, during which he was not a manager to the employee.
