Multiple issues with Expenses module and OTBI reporting

Summary

We continue to find issues with Expenses that are not related to any changes we have made. It seems that something has happened in the depths of Oracle that we are not able to see.

As an FYI to others, here are some things we've seen in the past couple of months.

  1. OTBI subject area Expenses - Expense Transactions Real Time no longer returns data for employees' prior assignments (Bug 32704403)
  2. Delegates for employees can no longer see expenses for certain employees (unexplained)
  3. Approval routing for itemized expenses no longer works correctly with DFF
  4. A number of expense reports in approval process were mysteriously corrupted and now get stuck in "Pending Individual Approval" status, even when withdrawn and resubmitted
