Enrollment Certification Fast formula not picking up with the current election values

So,we have a requirement,when an employee can choose the previous election +10000 without suspending the enrollment. But if the new election is greater than 10000 than previous election,then it should trigger a suspension. I used this below formula. I noticed that even for the new coverage amount, the value is coming as the one previously selected,

i.e. Employee chose 10000 in the last Life event. Now he has selected 50000 but the log value shows it as 10000 . I even tried to hardcode the eff_date as '01/01/2022' but no use. Could you please let me know what other changes needs to be done to this Fast formula.
