Roles Needed to Create Contract from Negotiation

Is there a way to allow a user to create a contract from a negotiation without marking them as a resource?

When creating a Negotiation, user needs these roles: Supplier Bidder, Category Manager, and sourcing Project Collaboration. The user must also marked as a Procurement Agent. We want the user to create a contract with the awarded supplier from the RFP/RFQ. In order to create a contract, the user must be specified as a "resource". How can we limit the users to be able to create a contract through the sourcing module via negotiations but not allow them to create additional documents in the contract module?
