How to enable CTI partner media toolbar for partiular user?

Hi Team,

We have enabled the CTI partner media toolbar in our application by making the below profile option as "Yes" at the site level. So it is visible to all user.Now I want to make visible to only particular user,For that I have make the profile level as "User" and the value as "Yes".Also changed the value as "No" at the site level.But it is not working as expected.

Please guide me how to make the CTI pop-up visible for particular user.
