How to hide employee comments from manager when Manager Bypass the employee self evaluation task

We have a requirement to hide the Employee Comments section from manager when Employee self evaluation task is bypassed by manager. Any suggestion?  I see that STEP_SUB_STATUS table associated to the WSEVAL Task store the value BYPASSED when the document is bypassed. Im trying to figure out an EL expression with this condition for the employee comments section.

Please let me know if there are any specific Expression Languages
