Is there a way to remove employee's ability to refer a candidate under jobs?

We want to remove employee's ability to 'refer a candidate' under jobs, but keep 'refer an employee'. Navigation: Current Jobs > Click search button to view all jobs > click the ellipses on any job and there's an option to refer a candidate. I've looked at the way the employee role is built, however it appears the only duty / privilege relevant to candidate experience is Access Internal Candidate Experience, however if i remove this i remove all access to internal recruiting. Please advise, thanks!!
