Performance Document not created after running Eligibility Batch Process

Hi Team,

We have created a Performance Document and with a Eligibility profile which has criteria that All Employees with Assignment Status "Active Payroll Eligible" should be eligible. And while running the Eligibility batch process, the Create Performance Document for Eligible Employees is selected as Yes. But for some reason only for few Employees falling under this Eligibility the Performance Document is created. When checked in Performance Document Eligibility Task, the Employees for whom the Performance Document is not created are also showing to be eligible, but they do not have Performance Document created post running the batch process.
