Rates - Wash Rule Functionality

Hi All,
We have a requirement to calculate the rates based on what the employee has as of the 15th of the month.
Example: Employee enrolled in the plan prior to the 15th of the month - pays premium for the month; Enrolled after the 15th - No premium until the next month.
Can this requirement be achieved using Wash Rule? Any other way to do this?
