Employee Competency Rating is Not Viewable to Leaders on Performance Review

We have noticed that employee competency ratings and comments on the performance review are not appearing for leaders when they go in to evaluate employee performance. Goals ratings and comments are showing up, but not for competencies.  Does anyone know why?  We have used the same performance template each year and make no configuration changes to it, so we do not understand what happened to cause the employee Competency ratings to no longer display for managers. 

Example: The first image below is what the employee sees - both ratings and comments for Goals and Competencies are complete.  The second image below is what the manager sees - only the employee's ratings and comments for Goals but not Competencies.
