21B Issue - No alternative for PBL support of element input value object

Need an alternative to PBL after 21B to update Input values after payroll elements are created and processed.

Creation of new Input values for any newly created element. Oracle does not allow to create any new input value after the element is created if any payroll process runs in between (even if the payroll process does not involve the new element). PBL was the only work around to create the new input values as PBL bypasses all application validations. Even HDL throws the same error message as we see in the screen. As PBL is de-commissioned after 21B, can we have a solution for updating the input values in the Element business object.
