Participant Notifications not being sent

We updated our Talent Notifications settings so that the participant will get an email notification when the manager submits a participant request. The email and the alert are never sent, however if the user navigates to the page, they can see that they were added as a participant.
If a user sends out a feedback request, then those emails do get sent out.
What is missing that feedback emails would go out, but participant emails do not?
