Managers can now delete Check-In with responses

Employees are not able to delete a Check-In with responses and we saw the same behaviour on the Manager side on previous version.

Hi Oracle Community-

We are currently on 21B we think this feature change on this version as we documented different results on our previous testing. We are going live with Check-In this month and we feel that Managers should not have option to delete a Check-In document that contains employee responses. 

We want to understand if this is a new option and how can be disable. We didn't see any details on the release notes. Attached is an image of the expected error message for deleting a check-in document with responses.
