Where can I find documentation on how to setup plan comparisons vs. just the features of it and what it does

I am having a hard time finding out detailed steps on how to setup the benefit plan comparisons that came out in Release 21b.  I see in the release notes descriptions of what it is and does and some feature details but am looking to how to actually set these up from start.  I would appreciate any assistance.  Thank you.
