Create a Notification if activites cannot be routed

I'm looking for a method to create/send a notification when a routing run cannot route the activities. As the activities are created via API we are placing them in a primary bucket, then allowing the routing to assign them out. When the activities cannot be assigned, they remain in the primary bucket generally until someone manually looks and works it. I'd like to find a way to possibly use message scenarios to send a notification when either the routing fails to assign or if it remains in the primary bucket for X amount of time. any thoughts/ideas greatly appreciated!
