Feasibility of selecting number of sections to be answered in order to mark completion of a question

Use case: We are using a questionnaire in performance template that has 6 categories and each employee who fills up this questionnaire is supposed to answer minimum 3 of these categories. These 3 categories are random meaning if the 6 categories are 1 to 6 then employee A can take 1, 2 and 3 while employee B can take 3, 4 and 5. If the employee does not do so then system should throw an error message. 

With the current available feature while we can make each section required there is no option to select number of sections to be answered for questionnaire completion. Is there any other solution available or workaround which can be utilised for this requirement. Any suggestions would be helpful.
