How to implement a Variable Coverage Profile which is a multiplier of a Flat Range of either compens

Hello
We have a requirement where Employees beyond a age should have 0.65 or 0.7 of the total coverage provided.
For EE only,the coverage is a multiplier of compensation with upto 1x to 4x
for spouse ,it will be a multiplier of 10000 upto 10000.
I have created a coverage profile for the employees but unable to create what type of variable coverage profile could be used for creating the multiplier.
While there is a calculation method for the mutliples of compensation,there is no calculation method given for applying the factor for the mutliples of 10000.
Please let us know which value should be used for acheiving this?
