Calculate Rating based on Goal and Competency Overall Summary

Hello Everyone. 

In performance document For Goals we have given weightage of 75% and for Competencies weightage is 25%, we want to use calculate rating. 

We have requirement where we want manager give final rating in Goal Summary only (not on individual goals) and in Competency summary (not in individual competencies), based on rating given on goal and competency summary section, Overall summary should calculate final rating. Is it possible to achieve through configuration or Fast Formula ? 

Do Calculate rating consider the overall summary of goal and competencies ?
