Request for additional information (SSN/DOB) can be bypassed

Request for information does not prevent candidates from skipping the step and getting hired.

We have set up the request for additional information(SSN and DOB required) AFTER a candidate accepts an offer. However during testing we are able to note that it does not prevent the candidate from moving along the hiring process.

The fields have been set as required.

What would be the best steps forward? Do we shift the request to an earlier stage in the process? Candidates are jumpy about providing this information unless they are sure and that is why we had moved to the offer acceptance stage.
