Benefits for termed employees

We want to administer benefits for active, cobra and retirees. I saw in few note id's that oracle recommends creating a "Non worker" relationship to administer benefits to termed people (cobra & retireee) so it becomes primary work relationship and that can be used to adminster COB/Retiree benefits.
But i wanted to know if its absolutely necessary to create "Non worker" wrk relationship as that needs to be created manually for each termed people
or can we administer COB/ret benefits using the same Inactive termed assignment?
