Can Oracle handle ACA implementation in house for Active, Retiree and COBRA if the client has April-March plan year and is going live in July?

For one of the client whose Benefits was administered by a third party, wants to implement ACA and handle everything in Oracle cloud after go live. Client has a plan year of April-March and is going live in July. Has anyone implemented the same to handle ACA calculation completely in Oracle. Also, what would be the pre-requisite considering the go live dates and if ACA needs to be calculated for Retiree and COBRA population. I have reviewed the white papers but looking for more clear direction on configuration as well as other dependencies.
