Added text on employee goal page is showing for hr and line manager

Hi Expert,

I have added a text on the employee goal page and it should be visible only for the line manager but the same text is also visible by hr specialists that should not the excepted behavior.

Is there anything that the text is only visible for line manager not for hr specialists?
