Download Attachments from Custom object throwing error

Summary

I want to create a report that shows a list of attachments in a custom object and be able to download from the report. But error is occuring.

Hello,

I have a report that shows a list of attachments for a custom object. I've created a Download link in a column and have in the URL for the column format the following: 

<https://<<site url>>/cgi-bin/<i<<interface>>.cfg/php/>admin/console_util/fa_redirect.php?p_file_id=<File Attachment ID>&p_userfname=<User File Name>&p_content_type=download

The system states the file is not found when I click the download link:
